[Classic] Forming a semi-hardcore raid team, how to officer/raid lead?

I dont think you have an understand of the situation great enough to make that claim. I have raided in top 1k guilds for the last 5 years, loot drama doesn't exist in progression minded guilds.

Literally none of that matters. This isn't 2004, and this isn't a modern MMO. It works completely differently than any other MMO/expansion you have played, and because this isn't 2004 anymore and everyone is shitting on MC in green gear with ~40 people and some underleveled, it works differently than even Vanilla. None of what you are stressing over matters in the slightest and making loot rules that pretends it does is the problem.

Flasks and potions: These aren't very important anymore. It's helpful if your tanks and healers use them, and more power to them if they do, but much like how everyone used to get BiS pre-raid gear before they touched MC, flasks are no longer required either. The game is way easier and a joke now that most people know how to play and the math isn't a mystery anymore. Trying to penalize people who don't bring flasks in this context and not letting them roll with other who do is dumb and will result in people quitting.

Attendance: Point Bidding systems take care of this. You get points for showing up and killing bosses, you spend points to get gear. The end. Trying to penalize people and not let them roll with people who show up to every single run is dumb in this context and will result in people quitting.

That's all anyone is trying to tell you. take the advice or don't, but don't come here asking for help and then get mad when everyone tells you what you don't want to hear.
