Is Comcast intentionally locking out my account to sell my services?

I don't think it is intentional.

I've spent the past three days on customer support with chat agents because my internet stopped working. They have a script that they follow, and it's like their mission to endlessly redirect you to other agents, but no system in place to convert any of the information you've already gone over, so you have to have the same conversation 10 times in a row, and each time it's like starting over, and they still just follow the same script.

The only thing they know how to do is tell you your personal equipment is at fault, try to increase your bill, and try to send a tech to your house (but they don't tell you that costs $70 even if they don't even fix the problem or if the problem is outside your house).

I talked to 6 people yesterday before one actually listened and realized my modem was registered with the wrong numbers and that was the reason it wasn't connecting. They fixed that and it connected. It worked for about 4 hours then it disconnected. I looked it up and the numbers were wrong again. I got on chat and explained it to the guy and he told me all I need to do is turn it off and turn it back on and if that doesn't work it's because my personal equipment is bad and he will send a tech out. I closed the chat and started researching other internet providers.

I'm convinced my problem is actually line interference outside my control, but there's no way I know of to get that fixed without giving them more money. It's very frustrating.

I tried to investigate other internet packages on the Comcast website but there's nothing about the website that works right.

I don't think it's a conspiracy at this level. At the highest corporate level, it definitely is, but at the business level it's just gross incompetence and a terrible infrastructure because the conspiracy at the top doesn't care about its employees or customers enough to pay people to do good work.
