If you want cheap, decent weapons, I would suggest picking some of them up from the reputation system, which should award random equipment when you submit the payment for a project. If you're still leveling, don't worry about it too much. If you mean things like the andorian phasers, you have to own a ship that comes with them in order to buy them, same goes for fighters
