Could baseball gain back the popularity it's lost in the near future?

I've said this many times but not instituting a salary cap and equal revenue sharing has played a major role in the decline in popularity of the sport. Teams like the Marlins, Pirates, Reds, and Orioles have been bad forever and it killed off an entire generation of potential baseball fans in those cities. And even the successful small-market teams like the Rays, A's, and Indians have been unable to sustain a fanbase because they can't afford to keep any of their best players. How can you expect people to be enthusiastic about their team and the sport when they always lose their best players after five or six years? There's no connection. It's just a bunch of nameless players that get switched out after a certain number of years.
