Not entirely.
Long story short, I had a VIP offer last season. Deposit $10,000, get a $5,000 bonus. Fine print said 1x play through.

- roulette wheel for the 5k bonus....you get the idea
-i try to cash out...account frozen.
I contact their VIP people. I noted that it said 1x play through, which they admitted I did. They deemed I was "trying to cash out too quickly" and "I was violating their terms of service".
Ofc, I said, I was offered this and followed the rules you set. Now, you've frozen 15k of my money. If I choose to take that money into a casino, and never bet $1, I am allowed to leave with all of my money. There is nothing in (my state's) law that requires me to bet a certain amount.
They maintained the freeze for 3-4 business days until I contacted my state gaming board. They eventually unlocked it, and for the record I did leave it in and rolled it over another time or two before taking it out.
