Certainly, but the sad point is about transcriptions. The name Zeb has a long vowel so it would spell زيب in Arabic which afaik makes it non-dick. Only the English form looks like it could also represent زب (but zubb/zebb/zibb are more plausible).
Transcriptions are always variable and flexible, so you need a bit of a dirty mind to read "Ambassador Zeb was present etc etc" in an English text and compulsively picture a dick.
Also, with the prevalence of Indopak expats in the Gulf, I think most readers would intuitively read it correctly anyway and not think of dicks. But who knows? Anyway the story appears to be fake as expected - as well as a decade old :)
