REGISTRATION OF RUSSIAN ORPHANS WITH THE Ministry of Foreign Affairs, or MFA: Adopted Russian children must be registered with the MFA before they leave the country. For U.S. citizen families, this is done after an adopted child receives an immigrant visa to the United States.

The Consular Section of the MFA is open for the registration of adopted children Monday through Friday from 10 a.m. to 1 p.m. for intake and 3 p.m-5 p.m. Monday-Thursday and 2 p.m. to 4 p.m. on Friday for issuance. The process takes two days; issuance takes place the day after the intake of documents. The fee for the registration is 2,040 rubles. Russia does not officially recognize dual nationality.

Russian law does not provide for dual citizenship regardless of whether a Russian citizen holds dual citizenship in accordance with the laws of another foreign state (like through international adoption.) In cases where a Russian minor or adult citizen lawfully obtains more than one nationality, the Russian government considers that person to be solely a Russian citizen. Legally adoptive parents are adoptive “guardians.” The Russian adopted child is considered a Russian citizen with dual citizenship, and this will remain true until the child revokes or does not reapply for their Russian passport after their 18th birthday.

Afer returning home with your child you will register him/her with the Russian Consulate nearest your home to comply with your parent pledge of Consulate registration within 30 days.

This is done simply by filling out a couple of pages of paperwork and submitting the information requested.
