There are some people which have a normal (non labor) job earning an acceptable salary with passports held. The ones I know are getting paid on time and I don't know how much have it the worst with not getting paid and thats not a problem unique to here. You are right to ask that question, I'm just stating it on accounting for ethics on any project. Getting a less wage and accepting that is not the same as not being paid at all. I don't think its right to assume the reasons to why someone seeks for a better opportunity let alone a reason for someone to not be paid for their job. Thats irrelevant to this discussion but just wanted to point it out.
