So Troi's abilities are classically as follows

1. She can empathically read species with a similar brain chemistry to either humans or betazoids, which excludes some races like the Ferengi. Some races she can only sort of read, like the Changelings, as mentioned in this episode.
2. She can communicate telepathically with other telepathic people, although it's easiest with other Betazoids. This has been established numerous times, such as in Night Terrors. Jack is telepathic.
3. She can also communicate with people with whom she has a special bond that are not necessarily telepathic, such as Riker. She can't usually telepathically communicate with strangers from non-telepathic races, or at least it hasn't been demonstrated yet. It's often implied in TNG that she chooses to communicate verbally more for the sake of politeness than because she can't.

The one thing that surprised me was that she was able to alter Riker's emotional state, which as far as I know, was something she was specifically stated to be incapable of in TNG. Maybe it's implied to be an extension of her ability to perform more betazoid-like things with Riker specifically, as with her telepathy. With that said, it is entirely possible that she's improved her abilities since TNG aired. In Nemesis, she demonstrated new abilities too. Remember, this show is canon, so whatever she does in this show is canon, too. There's no reason this show can't establish that she can perform additional tricks years later.
