We'll never know her real reasoning, but it has been obvious she hasn't been taking her learning seriously since she spends so much time sitting in the back seat.

Plus there is really no incentive for her to drive. Her mother or someone else drives her everywhere and she is never out without her mother. So even if she did have a license, she'd never use it.

My guess is that using this as a FU has been a general motivator as her posts about driving have all been incredibly passive aggressive, like she's trying to prove she's actually learning instead of just having fun practising.

Overall though, since she is far too sick to pass, it seems like she can't own the "haters" on this one.
