The fact that it's predetermined is not really the issue. The issue is that it's NOT a roulette so it shouldn't act like one.

What bothers people and mislead them into thinking they could get anything else shown in the wheel is the animation itself. Deceitful. Makes you think this is an actual roulette so one would assume you get a chance to get one of the other prizes when really it's not the case.

If you restart the game before it saves you get shown other prizes along with the one you're supposed to get no matter what and it changes as many times as you retry it. So other prizes really are there to deceive players, nothing more. They were never taken in consideration from the beginning. More like placeholders for the roulette animation to make sense.

A simple black screen, a gift box opens, or just a popping animation, 5k (or any useless low quality part or low rank car) and be done. Just give us the prize without the roulette animation and flashing awesome prizes. No hopes. No time lost. This would be at least honest and straight to the point. People would still have expectations but no false hope.

At the end of the day it's still a bonus. Hard to complain about that (even though calling 5k at the end of a 3h session were you made millions, a bonus is debatable) but the whole ceremony shouldn't even be a thing. Just give us the thing FFS.
