If Mihoyo keeps her on her current "tank" path then her reception really is going to be dependent on what else she can bring to the table. Zhongli offers nigh-invincibility through his shield and on top of that brings complete interruption resistance, omni-element RES shred on nearby enemies and pseudo-crowd control if you opt to use his burst.

I'm obviously not saying Dehya needs to be a Zhongli clone, but right now her offerings are essentially damage negation, medicore turret damage and a spike of DPS once per rotation on her burst, which... doesn't sound like enough to compete with Xiangling and shield characters who she'd be aiming to replace.
