I feel this feel. Worse yet, our district puts absolutely absolutely no pressure on teachers to enforce any kind of classroom management. When ever we try to put out foot down on the matter, most the principals blow us off, and the teachers get confused and wonder why "the help" is making demands.

Right now we're overhauling our work order system and attaching costs to each part. All tickets relating to Chromebook repairs will be tied to specific teachers, and periodically we'll print off "invoices" to show the principals, superintendent, and board, how much problem teachers are costing the district. Besides that, since no one is willing to pay for the parts at the rate things get broke, my boss is considering pulling carts from problem rooms during all but testing periods. I'm not sure if that's actually legal, but I just keep my head down and work on our network and domain.
