This game is unplayable for new players

There are decks you can make with a fairly small supply of dust that will take you as high as it's reasonable to expect a new player to go, especially if you're willing to invest just five bucks into the game for the new starter package. That's more than fair.

The issue is that experienced players get shunted down to the lower ranks each season, and especially if they take a month off from the game. If you're legend one season, you start at rank 15 the next; but if you've taken a break from the game that month, you start from like rank 20 the next month. There's no point to this, a player doesn't belong at rank 20 (or really anywhere below 10) if he has ever been legend.

Giving new players a bunch of free shit won't do anything whatsoever about this problem. It doesn't get easier at the higher ranks, so if you were gifted a competitive deck from the start, all this means is even more players in the lower ranks are playing those decks. You can't expect Blizzard to give away the main source of their profits for a silly reason. They just need to fix the way ranking works.
