No, not for me it wouldn't be. Stamina is too low. I am actually running a fencer right now and he eats through his fatigue bar like nothing else I've ever played before. If he has stamina to work with, a fencer actually isn't that bad. Not so good that I'd say it's a must have build, but sometimes you can jump from enemy to enemy and get kills nobody else could get. But that requires a lot of stamina and by the very nature of the how you are playing a fencer (jumping from squishy enemy to squishy enemy) you are likely in the backline and you can't just sit there and use recover one out of every 3 turns. You can't really sit in a clump with all your other brothers because that leaves you no room to maneuever in the first place and you'd be better off being a regular duelist or something. Although I did give my fencer quick hands so he can switch to a different sword (Reproach of the Old Gods) when he runs out of stamina or if he gets stuck.
