The name of one of the accused in the homicide you mentioned was announced in a press release. The 18year old’s name will presumably be announced when he appears in court, assuming he was 18 at the time of the alleged offence.
If an adult is charged with murder barring some extremely rare exceptions it is literally announced by press release, reported in the media, and available for anyone to either walk into the courtroom. I’m not sure what you’re getting at with the idea that the names of adults accused of homicide are somehow not made available.
