How to ask for a flattering haircut for wavy/ frizzy hair?

I have what I would consider naturally curly hair (not wavy, so perhaps yours is tamer), and bangs. For me, it has nothing to do with the haircut, but the products used and the brush. My hair is all past my shoulders by about 2 inches, and all the same length apart from bangs (which I despise and am growing out).

I blow-dry my hair upside down, and use ION Curl Spray Gel ($6 at Sally's) and this (type) of brush: https://imgur.com/6bchpcM

As I'm blow-drying, I use the spray at my roots, and roughly 4 inches past them..toward the middle of my hair (the part that lays much flatter than the ends, causing that annoying triangular appearance). The ends seem to go bonkers on their own, so I use less spray there. When it's completely dry, I don't brush it...I tease it backwards, in an upward motion, gently (don't think 1980s teasing, just gentle "poofing") near the roots and about halfway down, spraying with an aerosol freeze-spray the whole time (fact: any cheapy brand of aerosol will work, just look for the word freeze, or extreme hold, etc). If you're ozone-conscious...just disregard everything I say.

It's all-over poofy and I don't have layers, it just looks like I do (it really is all the same length). I use a freeze-spray, but if you're teasing with a brush as you're spraying, it won't crustify, but it will stay put and still let you fiddle with it.

Everyone has a different opinion on what 'curly' and 'wavy' are, and I don't know what your really looks like.
