My driver's license is from South Africa. It is a code B license, which means I can drive regular cars, but nothing bigger. Is it going to be a big problem as the license is not from the EU?

Do you know how much time the municipality takes to issue the Certificate of Fitness? Can it really take 4 months? All my answers will be uncontroversial, I don't have any of the impediments to driving that they ask about.

I already have a monthly car rental from Hertz at the moment, I was simply planning to keep on driving that car while I am waiting for my new license. Is that going to be a problem, if I have a copy of my foreign license with me, and proof that I am waiting for a Dutch one?

In summary, my question is really about whether this can all be done in the next 3 months, as I really want to avoid taking a driving test here. I managed to pass the driving test once, with great difficulty, after failing many times, and I don't want to do that all over again if possible.
