How Not to Train a Dog

I am not entirely certain why you interpreted diversity in terms of racial diversity or why you went down that tangent at all. This was merely a comment that to illustrate the contrast between a small town in Netherlands (which is what OP talked about) and how cultural mores there might be different from the situation where I am living which makes it is unpredictable how people train their dogs.

Also, if we are going to flex backgrounds. I am an immigrant to America as well. Furthermore, I have extensively traveled to Stockholm and other parts of Scandinavia for work. I am perfectly aware of how to be open minded towards other people. (Furthermore, as much as this is irrelevant to a dog training forum, I am also perfectly aware of how hostile a place like Scandinavia can be towards non white people (such as myself) compared to America. So get off your high horse on this.)

You are the one who is coming off as being patronizing by dismissively making this claim:

Mainly because it's illegal to bring an aggressive dog in public you can't control, and from my experience, the bar for dog ownership is higher than America (hence the abundance of stray dogs and overfull shelters) so you will see less problem dogs out and about.

How is making a general assumption of the abundance of stray dogs in a country of 350M people not a sign of close mindedness.
