Sure, but rosy cheeks are typically drawn differently, usually with harder circular edges. This is more akin to the blush on snow white's face or an anime character who is embarassed. It's not something you normally see on every character all the time.

Like obviously art is subjective and people can do what they want, but this is something you're more likely to see in indie games, amateur art, etc., I think because the artist is throwing away a tool to convey emotion and/or differentiate characters by putting it on every single one.
