If US cities are built around cars, what can realistically be done to fix public transportation?

I think it would be nice if the car companies responsible for illegally destroying our public transportation system should face some type of reasonable consequences rather than the tiny little $500 fine they were charged with. General Motors should be legally required to rebuild public transportation at their own expense. I don't care if this sounds unreasonable, I don't think it is. They deliberately destroyed our country in an illegal way in order to boost their own business, were found guilty by the courts, and entirely got away with it. They were fined $500 and then watched cars become ubiquitous with daily life in America and watched their industry become a staple of contemporary life. They literally got away scot-free.

Since General Motors and they buddies made all their money from their successful illegal attempt to destroy America's public transportation system, they should be held responsible for it's reconstruction. A $500 fine isn't going to repair the damages they caused. Their business should be forced to completely fund the reformation of public transportation.
