What it boils down to is carmen's formal training. As I remember right, Mills is a CIA operative that probably was SOG. Those guys get recruited from special operations in the military. Mills is an explosive specialist and probably has a ton of military training under his belt, to include; SERE, HALO, LALO, more than likely went thru the DELTA qual course, advance explosive and evasion course, electronic systems evasion etc. Carmen has cool gadgets that help her evade last minute. I'd give it to Mills 7/10 times. Of course, any operative like Mills will rely on a team to find her. After she's found operating in an area it's a matter of locating a vicinity grid which Mills is top notch on at. There's patterns to how people operate and finding that pattern is key to halting her evasion. For instance, if she continuously evades her using vehicles and electronic devices then Team Mills will find an avenue to exploit. Of course I give Carmen points for being smart so I'd believe she'd have multiple getaway courses of action. It would take weeks/months to track her down but once she's tracked down it's game over for her.
