Hm, quiet difficult.

First, graphic design isn't really a university degree here anymore. There are art academies and universities which offer a bachelor degree, but other than these few, it is mostly thought in schools nowadays. What you might be interested in, is: "Medienwissenschaften", which isn't just about graphic design, but more about many aspects of media, including the social science and often law or economic science too. Look up studieren.de for more information.

Also, I know 3-4k € are worth something in Ukraine, but you will have to take another job here in order to pay everything you need. For example: the uni costs from 170-550€ per semester. Next you need food, a room, a bus ticket etc. Maybe you also have to visit a language class, because German is mandatory for 99% of the bachelor degrees.

But, I am very happy that you want to move forward. And in case you want to come to Germany, I would suggest any university in Thuringia. Jena, Weimar, Erfurt or Ilmenau are very beautiful cities, not too expensive. The ticket is included in the uni fee, many students, flats are cheap, and within a 80km radius, you can study almost everything important.
