No, the only thing the regulatory agencies have talked about is MS taking CoD off Playstation. Sony tried making the stupid argument about gamepass and that was shutdown quick by the regulatory agencies because that does not matter. As for the work arounds, there really aren't going to be any work arounds. The only way MS is going to be allowed to acquire Activision/Blizz is if they keep CoD on Playstation. That has been one sticking point with every agency looking into this and why MS has been saying nonstop that they won't be taking it off other platforms. Also it would be stupid if they did since they would make so much more money if they keep it on all platforms
