Seeing on a web site, downloading it to your hard drive is usually enough to evidence possession. Sending it through e-mail is enough for distribution as is copying it to a flash drive or disk and giving to someone else.

Given the high degree of paranoia in the CP offender population, they tend to go elsewhere. Typically, those working a task force are rotated out like hazardous duty. That said, there have been cases where a person in a LEO or contract position gets caught in possession, distribution, and or manufacturing CP and they get jammed up like the rest. The majority of CP cases are pled out.

To do the job, it has to be under the supervision of LEO. Handling CP for investigative and prosecution purposes is extremely rigid and secure. CP does not leave the lab except in rare cases where it's need for court and then in closed session. It's only transmitted (like to NCMEC using strong encryption on their secure portal. Disks, flash drives, hard drives, devices with flash memory, and just about any other storage devices are typically shredded, drilled, or hammered in to nonexistence.
