They don't have a higher revenue per deloitte and they have about same budget. They're going through a full transformation, weeding out the old guard and bringing in new guys. In 2009 Real Madrid spent over 300m for something like that with 2009 prices when Mourinho was their manager.

So what they're doing is reasonable. They're trying to rebuild by replacing all players past their due date. That's a lot of players. If they had "no budget" like some of you claim they would be like PSG or Real Madrid breaking records after records and bring in Neymar, Alexis Sanchez, Bonucci, and every other top 3 player in the world.
