Ok I understand the fear of the police and immigration if you're on a visa. I was in a similar situation, and I also had a friend who actually got sent back home after the police charged him with doing something illegal. But, they need to charge you first with doing something illegal. You're not doing anything illegal, read the rule book completely from the HOA and make sure you're following that and not what she says. If she says you're doing something wrong tell her show me on the rule book what andwhere it is. If she keeps yelling walk away like if you're in a job and a customer yells at you.

If the police come which they wont you can immediately say you dont have any physical proof of anything you did wrong, and that you've read the HOA book. But they wont come, police don't come over a lady yelling this is down to the non emergency section and unless she's actually lying means it will be ignored.

Also write down every single event you've had with her, what time, what minute, the exact words she used. You don't need to voice record you just need exact quotes. If anything ever goes bad you will have written information, she won't. And yes get a security camera and ignore her completely provided you've read the HOA agreement and you haven't done something wrong. And go find who else is in the HOA , when she yells the next time call the other person up and check if what she says is an actual rule. If it's not ignore her. (don't tell her you've talked to that person either, because she might try to mess with that connection).
