and more generic arguments against price control regimes like hte pre carter airlines. It's appealing (hot stewardesses were great!) but you're conveniently ignoring the reason why we've moved away from this model of price controls.

one interesting thing that you've done is remove the entire point of a streaming company. With this funding there are significant costs to say bob streaming 10 episodes of HIMYM instead of just 1 over a 1 week period. Thus you're going to be forced into an a la carte streaming policy where you pay per hour watched/per thing. Suddenly marginal costs are relevant again and since the goods are substitutable netflix will not be able to keep any fanbase if it charges more. Essentially you've turned netflix into itunes' television/film renting store and if that is the case you're probably going to come back looking for the good old days when uncle bob who watches 4 hours of netflix a month subsidizes you watching it for 80 hours a month. is this what you want? there is an appeal for this argument but i don't think you're the man to accept it. Essentially you just destroyed the streaming industry and binge watching since more people choose the illegal options that currently pay for such content on itunes.

So while you wanted a better netflix what you actually get is an increase in (free) piracy and huge costs associated with binge watching thus rendering the rights of tv shows worth a lot less. I don't see this as an improvement

essentially (again) this is going to/has morphed into a real econ policy dispute where your side lost decades ago (though mandated supply is an interesting twist). Lets agree to disagree.

also your idea is so radical it would stand no chance of passing any legislature. To give you credit this system of mandated supply and price really does
