To me there was no engaging story or climax to the film really.
The portion of power struggle is definitely a serious component to the film, but is this something that can fill the full run time of an on screen film or is best suited to being fleshed out in the books?
They way scenes, dialogue and events are executed are not 'smart' enough in this film to merit this component worthy as the single most exciting aspect of the movie.
Oh, 'I'm going to restart the hunger games, lets vote' What? Okay.
Oh, her leg is broken so I'll stay with her, even though you guys could carry her in the same time it took for you to saunter to that VIP livingroom with convenient curtains to shield you from the peacekeepers, and we will probably die, but the audience has no idea who we are anyway so chill...
Just because we have to 'think' about who is trying to consolidate power does not mean the actual scenes we are watching generate more intrigue,
Honestly the games have never even made much sense sometimes anyway. Why would you form 'alliances' when you eventually have to attempt to kill everyone anyway? Isn't that a little strange?
If the rebels are literally at snows mansions doorsteps, why would that woman bomb the civilians? To broadcast it? To convince any remaining forces that snow is an Arse? Who is watching these broadcasts and why is it be required when she is literally almost at 'hitlers bunker'.
If she is this smart and actually saw it as being beneficial for her cause to let mocking jay die, why would she stand so conveniently in front of her after telling her she wants to start up the hunger games? Surely she would know this would upset her greatly?
Even IF the film is conveying interesting and thought provoking concepts and ideas, it's still meh to watch. The squad don't even move from A to B interestingly!
That poor cat at the end having to bare the front of Jennifer's screaming? Maybe it makes sense but when the first half of the film was getting extremely boring and the 'jump scare/ dark sewer was insert'
Poorly executed and not required...
