I suggested that the current budget spent on social services, prison for homelessness related crimes, etc could be diverted to this hypothetical program. The new program would cost half as much as we were previously spending. This is what will provide the revenue for the housing.

You clearly have zero idea how much it costs to build even the most basic housing these days. Tens to hundreds of millions of dollars. And that's just one location. For how many people will that suffice? Where will you put it? And since you're "cutting" social services by half, what will happen to those already incredible taxed programs? You can't just gut a program in half and expect it to keep working at half the rate.

Let's go into liability. Who will accept the liability if one of these houses burn down? Who will insure it? Who will pay for all this?

Who will staff these homes/apartments for upkeep?

What local are can manage all this? Do you think Oregon's going to foot Portland's issues? Utah has a fraction of our issues, and ours is growing daily. If we do implement this, it will likely bring an influx of thousands of more homeless. Why not, it's free housing!

Hence my suggestions of a Federal Bureau. National policy. Accountable programs with national goals and methods of fixing this issue.

You can't even guarantee that people will move into any housing you build.

The Utah issue only addresses Chronically homeless, one of only many subtypes, and not the largest group by any means.

It also increasing counseling, something you just said you would cut in half.

Your solution isn't economically viable, it doesn't take into account many financial and liability issues that Portland won't even touch without housing. DO you know why the city does nothing? Threat of lawsuits. Do you know how many suits will occur if they do something? Bankrupt us. Right now there are city attorneys saying "leave this be," over and over and over again.
