Why public intoxication is socially accepted?

Other countries: Drunk people try to rape you.

Finland: Drunk people try to talk to you aggressively.

I don't know how many festivals you have seen in your life in how many countries, but Finnish alcohol laws are ridiculously strict for festivals that I had to enjoy my last GNR concert with soft drinks because only place I could drink was 1 km away from stage.

I have been in this country long enough, organized lots of student parties and events, managed a bar for two years in a relatively shady part of Tampere. I have to say Finns getting drunk is not violent at all. Sexual harassments it extremely rare. While many other drunks from other nationalities do so many stupid actions, that we have to be extra careful with them.
