I wouldn't open it at work, but the majority of the time Redditors don't flag them as NSFW. Hell, I wouldn't be looking at any anime drawings at work—still not NSFW.

And in my second comment, I applied your logic again to a different example—a fully clothed anime woman with a large chest—where it once again doesn't work. And I'm not talking about just any realistically large chest—I'm talking seriously exagerated, as you'll often find in many anime shows. I wouldn't be caught dead staring at that in front of my boss, but it still wouldn't be classified as NSFW.

And you're missing my entire point. I'm not arguing that this post isn't NSFW—not even once did I say that. I'm pointing out that your logic is flawed, that "would I open this at work" isn't a valid way to define the term. It's used too ambiguously to be defined.
