"As of February, Democrats are drafting a proposal of the commission's composition. Under their plan, the commission would be composed of eleven members, outside of the federal government who would be appointed by congressional leaders and the White House. The four party leaders in Congress (Nancy Pelosi, Kevin McCarthy, Chuck Schumer, Mitch McConnell) would each get to appoint two members, while the President would appoint three members including the chair. This would allow Democrats to pick seven of the commission members and Republicans to pick four."
I'm not that great with mental math, but 7 Democrat picks and 4 Republican picks doesn't sound like it's a 50/50 split.
