I think it can go either way.

As far the rules of the game I’d say yes it is legally a raise. It’s more than one chip and more than half the other raise and in this situation it’s actually a legal amount to raise so I’d say if they call the floor and he says he was raising they should rule it’s a raise.

Now let’s say he only has black chips so therefore he could only call with those and doesn’t say anything and throws 2 out without saying anything. If I was in the game I’d interpret that as a call. If he started complaining it was a raise once the other player started calling the 110 I’d actually think this is kind of an angle shot in a way.

To me we need a little more info. Did he have other chips he could have called with? If so then yes I’d say it was intended as a raise. If not and he only has black I think he needs to be saying raise.

Realistically I’d guess anyone at the table would interpret it as a call because these types of raises in live poker are just not very common and honestly are just kind of stupid.
