What? If you're referring to the Nordic pantheon in Skyrim not being worshipped, that decision has nothing to do with Todd but a different designer who believed it would be too confusing for people to have to deal with parallel pantheons of the same deities (which is something I disagree with personally).

And on the flipside, Skyrim absolutely diversified and added to the lore of the Nords as much as it did remove. The Dragon Priests, the draugr rituals which are very much inspired by Egyptian mummification rituals, etc. Not to mention that they had come up with even more strange and unique concepts for stuff like the ban on Talos worship physically affecting people and such by causing people to bleed out and die if they so much as dream of the red diamond symbol, which was only cut out because it was just getting too big in scope (the person who talked about this also mentioned that an idea like that is getting saved for a future game). So they aren't averse to exploring concepts that aren't your standard fantasy fare.
