He either a) gave up in 131 after not being able to handle killing billions or b) changed his plan like invaderzz said, as having his plan depend on Mikasa ending the curse wouldn't make sense if it was planned from the medal ceremony, as Eren in 139 says he found out Mikasa would break the curse in paths when he touched Ymir.
