Doesn't work even then. Here's why:

706.2. When copying an object, the copy acquires the copiable values of the original object’s characteristics and, for an object on the stack, choices made when casting or activating it (mode, targets, the value of X, whether it was kicked, how it will affect multiple targets, and so on).

When you cast the first Cryptic Command, you can't have it target itself, and you obviously can't have it copy the second (which hasn't been cast yet.)

When you cast the second one, and copy the first, you get the same targets you chose the first time. Since those can't include a copy of this Cryptic Command, you can't loop.

...however...

What you can do is cast a "copy" Cryptic command, then use the "change target" cryptic command to make it target itself. (Debatably, 114.4 makes this illegal, although I think the intent is to clarify the timing problems. Even if it does, you could use two and change their targets to target each other, although at that point you're using four total.)
