That doesn't appear to be the case.
You can determine a Pokemon's potential through a combination of their CP, Max Health, and Stardust to upgrade (stardust lets you hone in on their current level). There are a few calculators available right now, and if you want to use one it'll largely be a question of personal preference.
And there's also information available online regarding the DPS of each move a given Pokemon can learn. In some cases, this can prove more important than IVs.
But to reiterate, no, height and weight do not appear to influence anything at this time.
