Yes, absolutely. You have to keep in mind that much about this is not only the nation written on the passport, but as much "feeling". For example a friend of mine was an Italian, born and raised in Germany but of 100% italian descent. He recently became German as he said "I was born here, I've spent all my life here, everything I say and do is German and I will never move to Italy." So he's german by passport and how he feels, yet he's still so much "italian" in so many ways.

My parents are from two different areas. I was born in a third place and spent my life in a fourth place. I identify with that fourth place as it influenced me the most.
