When I went to see WCW Mayhem in TO it was when WCW was dying down but on a slight upswing (Sting vs Bret, Benoit vs Bret, Booker T vs Hall, Sid vs Goldberg) but WWE was the clear fan favorite in Toronto. And Toronto was hosting a house show two days before.
Mayhem wasn't great by all means, but I looked at it as a celebration of Bret and to an extent Benoit (at the time...). The day before the PPV The Rock was at MuchMusic (Canada's MTV) and he was impressed by this Rock impersonator who was pretty good TBH
Well the Rock wannabe was at the PPV and had good tickets, and really got the crowd pumped. Probably too pumped cause if you go watch that show there are insane 'Rocky Rocky!' chants that were deafening. Only bigger pop was when Bret won the World Title. Otherwise it was pretty tame and I was disappointed in the crowd that night.
Other notes: Fans kept cat calling a hot blond who looked like Torrie Wilson in the crowd (fans probably thought it was her). She did the "I'm going to take my top off" motion (huge pop). But she didn't and faked them out; nuclear heat. Still a great time. I got kicked out of the WWE house show for using a laser pointer.
