Who are the people who hide in the shadows in your world?

Port workers.

They're mostly natives, who have different morals (like looser restrictions on crimes etc) and cultural norms than the current government.

There's also a "wealth distribution" law in the books. However it's rarely enforced and worded in a way that counts "households" as income citizens. And since these natives tend to have communal households (70+ per household from different families) their income is around 100x that of the average worker of the same wage. Times that with the fact lawmakers give them a nominally higher income (around 30x) through "beneficial" port regulations, the total comes up to the equivalent of $100m per household per year, usually. And yes, this was written specifically to take advantage of the fact that they have different living structures.

So yearly, these people have a "tax collector" that comes in and takes about 99% of the wealth they have. (Except for alcohol, of course.) So you end up with people who technically are tax evaders but can barely scrape by on the equivalent of minimum wage. So you end up with a bunch of people trying to avoid the law enforcement that really haven't done much.

A couple of them have been successful year after year at "avoiding" the "tax collectors" (read: murder) and so have become communal billionaires (with a couple "in the business" long enough to become trillionaires) because if nobody's gonna come get the taxes, who else is? Most people, including even most of the natives, tend to hate their guts because 1) they kill, 2) own about 25% of all the income in the country, and 3) they tend to halt most commerce at the ports for anyone but themselves.
