Dale would be insufferable if he actually existed. He was a proto-Qanon follower, based on the anti government right wing separatist/ survivalist subculture of the 80s and 90s, sanitized into hilarious conspiracy theory punchline. (That is the best interpretation of those groups)

• Dale records all conversations for blackmail material / evidence.
  
• Dale has no problem escalating a situation to violence, even though he himself is somewhat cowardly.
  
• Dale has done an untold amount of illegal property damage to Hank alone, building a structurally unsafe tunnel under his property, and planting invasive insect species - which later attack Bobby!
  
• Dale has shown many times he is willing to lie, cheat, and frame his friends to get out of trouble.
• Despite hating the government, Dale has reported Hank to numerous agencies attempting to get him in trouble or for petty revenge.
• Dale trades in exotic animals, including invasive species of cockroaches, endangered tortoises, gerbils, and even a Falcon.
  
• Dale once had a Falcon attack Bill.
  

That’s just a few. I’m sure there are more.
In the show Hank states, outright that Dale is his best friend. He would likely have to be, for someone like Hank to tolerate him.
