But the North have around 10 times worse rates.

Kerala and North Eastern states are far better than North Indian states in these indicators, not 10X but they are better.
North Indian states have most agriculture contribution, while South Indian states have the most rainfall. If some South Indian states contribute more taxes, the poor North Indian states also contribute more minerals, food and manpower.
