Couples of thoughts
a monitor that displays anything more than 240hz is gonna come with a sacrifice such as imput lag interlacing or showing multiple imajes in the same frame
not sure what setting you're looking at aside from 1080p but this configuration should grant your nearly 300fps
i didnt include keyboard and mouse in the build, because those can rely a lot of preference.
to get the best framerate out of this build you will want to overclock the processor, that high clock speed is important when you start hitting really high framerates.
i dont usually look at builds that are 240fps+ particularily on a tight budget, so maybe reddit has something else to point out about this build.
