19 F - cut bulk or maintain

At 19, with your current fizeek, I'd be all about gaining muscle. The years between 15-25 years old are going to be your best years for adding muscle to your frame and when this window closes, it's closed forever unless you go down the PEDs route. You don't have to go crazy with the surplus, 100-200 calories above maintenance, keep progressing your lifts (either weight on the bar, reps or both), do so safely and stay injury free, take a deload week every 3-4 months, once you start adding more muscle and only miniscule body fat, your body fat percentage will drop, you'll look better/shapelier with more muacle. Take daily/weekly weight measurements as well as tape measurements. Adjust your calories so you're only gaining 0.25 pounds a week. You won't see this on the scale daily/weekly, but over the months you'll see a trend. If you can gain 0.25 lbs a week, that's a pound every month, imagine yourself 12 solid pounds heavier this time next year. Everything will have to be dialed in, training, diet, recovery, so just for life getting in the way, half that expectation. Remember this whole thing is a life journey, we are never satisfied with the way we look/how strong we are, it's this forever drive that keeps us always in the game.
