If you look at the actual code running the cro chain(what is available) they do not allow the public to make council nodes.

Cro runs on a two tier structure of nodes. Council nodes and community nodes. Council nodes are generated by staking using crypto.com and are controlled by crypto.com. council nodes do things like write write and verify transactions.

Community nodes can be generated by the general public. These nodes can read the blockchain. Thats about it.

The nature of this technical structure allows full control by a central party (crypto.com). It is fine if this is how they want to structure it and people want to use it. I just want people to be aware they do have these capabilities.

It is not trustless. It is trust reliant.
