Since you're not intending to OC, got a non Z170, cheap but good mobo. The mobo only supports 2133 anyway, so got that RAM, which will do absolutely fine. There's your required CPU and video card. Went with a solid case, not too expensive but not dirt cheap - it's a good one. Wifi adapter included, that PSU should be fine for your build though if you want a higher level one it would go over your budget. Left out an SSD for now so you'll actually have space, but I highly recommend throwing in a budget SSD (can get one around 60$ from AData) to put your OS on, which would bring you up to 1000$. I really do recommend that.
About the PSU - generally, I consider something like this fine, though certainly something like the EVGA G2 line is superior and will serve you better if there are issues with the PSU. However, with this build, this should be fine.
