Women, you come home and your man is tied up to the bed with a note saying "Have your way with me."
Doesn't that sound pretty boring? If I came home to my girlfriend tied up and a note saying "do what you want", I'd just untie her. It has no charm, it doesn't set the mood, there is no eroticism, it's cold and sterile and clumsy. It's like tossing a chunk of red meat on the table instead of enjoying a nice dinner for two.
So if my gal was into being tied up or into tying me up, it'd have to be embedded into some sort of foreplay, a purred "I'd like you to tie me up" or "I'd like to tie you up" instead of BANG! IN YOUR FACE! TIED UP PERSON ON BED!
I think he just wants me to take control.
Your taking control doesn't mean he has to be tied up or totally inactive.
Have you talked to him about what control entails for him? I've noticed you "think" he wants to be tied up - you "think" he doesn't want to dominate you - you "think" he just wants you to take control. It's much better to know what he wants than to "think"!
Him wanting you to take control can mean that he wants you to lead, as in a dance, where both of you actively participate - or that he wants you to exert full control. It can mean that we wants you to make him feel wanted and desired by taking the initiative - or it can mean that we wants to be subjugated to your power. It really is vital that you learn what direction he wants this to go in first.

If she wanted to tie me up, I'd want things to be very vanilla. I'd insist on being tied up in a way so that I can always free myself. I'd even prefer to use an honor system instead of physical ties. I'd like gentle, harmless, playful things to be done, not anything violent, painful, degrading, humiliating or disgusting.
Your guy may want 180° the opposite. That is again, why it is important that you learn about his wishes first.
