So how are they gonna surpass the villain this time?
Since sort of the Saiyan Saga and solidly the Namek saga, the series has been using forms as a cheap way to show someone has gotten stronger with it progressively losing it's luster.
Basically trading narrative for spectacle.
(like Ok Goku going Super Saiyan on Namek was cool but it got old so it was switched with 2 then 3, etc.)
But we've hit a narrative wall for Goku and Vegeta where they literally can't get any new forms because this is the top, UI is literally the technique of the angels.
So now they're going to have to use new fighting moves to show their growth in strength, but the problem is that part of the show has been so neglected so much that it feels "weird".
Goku having a weird spirit avatar, and Vegeta siphoning energy feels weird because moves for them have been neglected for so long.
They relied so much on forms to show how much stronger a character's gotten that it's starting to bite them.

Personally, I think this series needs a reboot and a fresh start with Goku and Bulma. On some Jojo type beat with Goku looking the same for marketing.
(Jojo has proven that a series can reboot and change itself to avoid being stale and that a complete change can be good)
Because I think this current narrative is too far gone for Dragon Ball to recover. (We've hit the wall; villains have to somehow be ridiculously strong now and Beerus has plot armor)
It also allows for creativity and borrowing ideas from other modern series to give a new spin on the series.
Like Kid Goku actually just being a monkey boy from Earth who fights villains on other planets and gets a gang, or him having to save Bulma's futuristic city from constant monsters kinda like OPM.
