AITA for insisting that my brother and his girlfriend not wear gross clothes in my car?

As someone who also has issues with smells to the point that some can give me migraines, I’m going to go with ESH except for your brother’s girlfriend. You should’ve held firm and said no in the first place, especially if alcohol and smoke are two of your triggers. Your brother should’ve had a plan after going to the bar, whether it was going home via Uber or Lyft that night or staying at a hotel and getting home the next day. I believe you when you say neither you or your brother got any joy out of forcing the girlfriend to change out of her clothes. It’s still a dick move. I honestly wouldn’t be surprised if this girl never talked to you or your brother again.
